. there will be a framework for people to pay back taxes, taxes they could not pay before. there are signs of political bipartisanship on this issue. here is the leading republican senator speaking on sunday. >> what has changed is there is an appreciation on both sides of the idle, including on the republican side of the aisle that we have to enact a comprehensive reform bill. >> here is the leading democratic senator, who is giving a nonsuit now a leading republican -- a nod to the leading republican and the idea of border control. >> we are trying to get immigration reform. i am cautiously up a mistake -- optimistic. i have seen things that were once off the table for discussion being on the table for a pathway for word. there will be enhancement of the board of security with more border patrol. >> there are no guarantees politicians will be able to get this done. it is not a new issue. look for the debate on tiger border patrol -- tighter border controls. even in these economic times there is still plenty of work for undocumented workers to do things like waiting tables and gardening. >> immigrants

is that it is not always going to be cheap. once people start paying highway taxes like you do for gasoline, that is suddenly going to get more expensive. already you cannot recover your cost of those conversions. certainly do not need all us to pay for those conversions. the problem will be solved in the marketplace, particularly with what is available to us as a resource base today. and that is our own production. one other factor a lot of people miss, besides a wealth creation and all of those things, a big one is that the psychological benefit of us not being under the thumb of opec any longer. the american public likes to be independent. we like to be free. suddenly we can be free from what we have been under for 50 years. the psychological impact of that is huge. >> i have always thought the the impact of oil on american middle east policies was understated. there is an episode where he is looking at the equipment and the people and investment and he says, it costs a lot of money to steal oil. to make certain that there are no problems in terms of their background, to pay a fine to pay their taxes, and then they would be here in a probationary status where they could not be deported. they could work. and we watched them as a number of other things evolve and progress under the bill. border security leading to green cards, leading to citizenship. >> woodruff: we hear some advocacy organizations saying, wait a minute. even that level of requirement is going to be a disincentive. they're not going to want to sign up if they have to pay a fine and so forth. >> well, i'll tell you. that's going to be part of it. we believe that these people who have lived here for so many years in fear and have tried to make a best of their lives and the lives of their families are prepared to earn their way into legal status and to citizenship. and the argument that they would not pay a fine and such i really think that will not be a major obstacle. we went through this with the deferred deportation under the dream act. almost 400,000 people came forward. they paid the amount that was necessary. >>

. concerns. look at the other top as you see, top of the list, those health issues. next taxes on small businesses. again, a majority indicate they are hurting business a great deal. rounding out the top five worries the price of energy, government regulations and the federal debt ceiling. in a separate questionnaire, owners flagged concerns for not hiring. 6 out of 10 said again wore areries about the potential cost of healthcare but three other reasons for not adding workers topped that. the reasons they gave, 81% said they do not need additional help. three quarters blamed revenues and sales. and two thirds point to worries about the overall u.s. economy. that said, there are some bright spots in the survey. overall, u.s. small biz owners optimistic with their environment this month. the small business index jumped to a positive number plus nine after plummeting to negative 11 in the last quarter. that was taken right after the presidential election. still, owner optimism is far below the recent high in april of last year. the bottom line, the bottom line of our nation's biggest hire

not think we can continue to tax the american economy. it is about prioritizing spending. i am a fiscal conservative it. we have to get our spending under control. will you utilize your position to encourage the president to work with us and good faith to solve the debt and deficit issue? >> i spent six months or five months as a member of the super committee. i put an enormous amount of energy and help that we would be able to get the big bargain, granted deal. i am not here to go through all the details what we did not. there was a very hard line, not negotiating position that prevented us from being able to come to an agreement which, incidentally, she we just came to. we can do it with far less on the table and far less accomplished that we would have if we can to the agreement six months ago or one year ago. my hope is, yes, i will weigh in on that to a degree that it has an impact on my ability to do my job and the ability of the state department to do its job. we cannot reduce the funding for some of these initiatives that we are engaged in without great cost to our ability to be

that such presentations of a tax that would happen again a couple other questions i know you put the individuals defined as culpable by the board on the last administrative leave what do you anticipate will be the final resolution of the status in the department and the accountability review board didn't identify any individuals above the secretary assistant secretary level as accountable for the failures of the benghazi mission? use of the numerous tables requesting and begging for additional security resources sent by the ambassador were never sent by the state officials above the assistant secretary or assistant secretary charlene. i know that you care about the people that work with you and the department so given the fact your testimony is in these multiple requests and no levels of these requests doesn't that give you some concerns about the flow of information in the department and maybe some of your other links of ability to prioritize and get your attention serious issues you said that you get hundreds of thousands of the time and these cables directly i understanding you don't read them all or
